Which Housing Authority Starts a Portability Request?

How Do You Port a Voucher Into New York City Through NYCHA?

If you want to use an HCV in New York City under NYCHA, first contact the PHA that currently administers your voucher. NYCHA's current instructions say the initial PHA determines transfer eligibility, has the family sign the required voucher, and sends the required documents directly to NYCHA's Portability Unit.

You can research neighborhoods and market conditions, but do not sign a lease on the assumption that NYCHA must approve the unit. For an incoming move to the Housing Authority of the City of Los Angeles, the current housing authority should initiate the transfer. HACLA currently lists receiving.portability@hacla.org for port-in cases and 833-422-5248 as the Section 8 contact number.

HACLA's current instructions warn incoming households that its voucher bedroom size and payment standards may differ from those used by the original housing authority. The family should not assume that an apartment affordable under the old PHA will meet HACLA's local subsidy calculation.

What HACLA Bedroom Rule Should an Incoming Family Check?

HACLA applies its own occupancy standards when it administers an incoming voucher. The voucher bedroom size assigned by the initial PHA does not guarantee the same HACLA subsidy standard.

How Do You Port a Voucher Into Houston Through Housing Alliance HTX?

Housing Alliance HTX, the current name of the former Houston Housing Authority, states that a voucher holder may port into Houston, but the housing authority currently administering the voucher must initiate the transfer and submit the required documentation.

The current Housing Choice Voucher Call Center is 713-260-0600. Housing Alliance HTX also maintains current resident forms and requests for transfers, relocation, and port-out transactions. Its current public HCV pages do not list a dedicated port-in email, so do not send a transfer packet to an address copied from an old Houston page unless the agency confirms it.

How Does a Housing Alliance HTX Voucher Holder Port Out of Houston?

Current HCV participants can use the agency's transfer request and Request to Port Out options in its resident forms system. The family should complete the current local request and allow Housing Alliance HTX to process the transfer to the receiving housing authority.

If you are unsure whether your situation is an ordinary local relocation or a move to another PHA, contact the HCV Call Center before submitting the wrong request. A move to another apartment within the same agency area is not the same transaction as porting to another PHA.

Do NYCHA, HACLA, CHA, and Housing Alliance HTX Use the Same Transfer Form?

They operate under the same federal HCV framework, including HUD's Family Portability Information form, but their local request methods are not identical. One agency may use a Self-Service transaction, another a dedicated transfer form, another a regional office, and another a resident-forms portal.

What Happens After the Receiving PHA Gets the File?

The receiving PHA then administers the local leasing process. Finding an apartment does not bypass Section 8 tenancy approval, rent reasonableness review, or the applicable housing inspection requirements.

Will the Receiving PHA Keep the Same Voucher Bedroom Size?

Not necessarily. Receiving PHAs use their own subsidy or occupancy policies within federal HCV requirements. A family moving from one large city to another can therefore receive a different local bedroom-size determination.

Do not sign a lease based only on the bedroom size printed on an old voucher. Confirm the receiving PHA's determination first, especially when the household needs an additional bedroom because of disability or a live-in aide.

Can You Request a Reasonable Accommodation During Portability?

Yes. A person with a disability may request a reasonable accommodation when a disability-related need affects the transfer process, communication, voucher size, briefing, deadlines, or another covered program procedure. Approval depends on the individual request and the responsible PHA's review.

Will Your Payment Standard Stay the Same After Porting?

No guarantee exists that it will. The receiving PHA generally applies the payment standard and utility allowance that govern the family's new location and voucher situation. ZIP Code, bedroom size, local policy, and the selected unit can affect the calculation.

Does a Higher Payment Standard Mean You Can Rent Any Apartment Up to That Amount?

No. The payment standard is part of the subsidy calculation, not an automatic rent ceiling or a promise that the PHA will approve the landlord's asking rent. The proposed rent still must satisfy rent reasonableness and other leasing requirements.

Should You Sign a Lease Before the Receiving PHA Approves the Unit?

No. A family should not assume that moving the voucher makes a privately signed lease automatically eligible for subsidy. The receiving PHA must complete the applicable tenancy, rent, owner, and inspection steps before assistance begins for the new unit.

Who Pays the Security Deposit After a Portability Transfer?

Porting a voucher does not create a universal federal security-deposit benefit. A household may need to pay the deposit under the lease unless a separate local, nonprofit, emergency, or special-purpose program provides assistance.

Can a Landlord Start the Voucher Transfer for the Family?

No. The transfer is a PHA and participant process. A prospective landlord can cooperate with the later tenancy-approval process, but the owner does not replace the initial PHA's transfer determination or file transmission.
